On 2 November 2026, LLC IQUSION IT (IQusion) and the State Enterprise “National Information Systems” (NAIS) signed a contract for technical support and modernisation of software for a group of subsystems within the Information System of Unified and State Registers. The agreement follows an open tender.

Subsystems covered by the contract

The services cover the “Property Rights and Their Encumbrances” group of subsystems, the “Automated Enforcement Proceedings System” subsystem and the “Encumbrances of Movable Property” subsystem. These systems are already in production and run on the UnityBase x64 justice platform.

The contract combines support for existing software with its further development. The planned services include:

  • development and expansion of functionality under orders agreed with NAIS;
  • resolving faults and monitoring and analysing requests arising during operation;
  • advising the customer's specialists on software operation and configuration;
  • optimising database and application software performance;
  • testing modifications before acceptance.

This scope covers day-to-day support tasks and individual changes to functionality. The parties will define specific tasks, priorities and modification schedules in agreed orders, based on NAIS's needs and the contract's technical requirements.

Contract value and service timeline

The total contract price is capped at 19 741 879,70 UAH including VAT. The final value will depend on the services ordered, delivered and accepted, as confirmed by signed acceptance certificates.

Services are to be provided monthly or over another reporting period agreed by the parties. Payment will be made within 10 working days after the acceptance certificate for the preceding reporting period is signed. The final deadline for providing services is 1 July 2027.

Contract No. KI-40026988/228033 has been published on Prozorro together with its annexes. The procurement identifier is UA-2026-09-25-006917-a.
