State Employment Centre Chose IQusion for Information System Update
On 8 July 2022, the State Employment Centre and IQusion IT LLC signed contract No. 35/142 to modify the application software of the State Employment Service’s Unified Information and Analytical System (EIAS). The contract value at signing was UAH 15,998,600 including VAT. The upgrade covers electronic services for citizens and employers, data exchange between public institutions, and tools used by employment service staff.
The scope was developed from proposals submitted by the State Employment Centre’s departments. According to the procurement justification, the system needs to accommodate updated service delivery processes and changes to employment and social insurance legislation.
Practical value for the client
For the institution, the value of EIAS lies in bringing records, service delivery and reporting into a shared information environment. The capabilities described in the contract provide a basis for several practical benefits:
- Consistent data for everyday work. Shared registers and reference data help departments use information organised in the same way and reduce the need to reconcile separate files.
- Less repeated data entry. Exchanges with public institutions and online user accounts allow information already received to be reused instead of manually transferred between systems.
- Error and deadline checks. Validation rules, reminders and permit records help staff identify incorrect data and keep track of procedural deadlines.
- Information for management decisions. Statistical and analytical reporting gives managers a basis for assessing the service’s work and planning its activities.
- More convenient services for citizens and employers. Online accounts, electronic appointments and Diia integration help organise information submission and service requests through digital channels.
Putting these capabilities into practice requires up-to-date data, agreed procedures for handling requests and trained users.
Changes covered by the contract
The technical requirements and service specification set out the following areas of development:
- User accounts and the Electronic Queue. Improving interaction between EIAS and the employment service website, including data integration with job seeker and employer accounts and the electronic appointment service.
- Integration with the Diia portal. Developing data exchange to support services for citizens and employers. Tasks include importing reports and documents for obtaining, extending or amending permits to employ foreign nationals.
- The Permits subsystem. Implementing records of permits to employ foreign nationals and stateless persons, together with a permit register, deadline checks and reporting tools.
- Data exchange between institutions. Supporting and improving transfers between EIAS, the Pension Fund of Ukraine, the Ministry of Social Policy, the Ministry of Finance and other institutions.
- Reporting and reference data. Updating statistical and analytical reporting algorithms, printed report forms and templates; adapting functions to changes in reference directories, classifications and registers; and adding attributes and columns to universal filters.
- Service delivery processes. Updating functions to reflect legislation and client service workflows, including registers, interface forms, validation checks, reminders and automation algorithms.
Delivery stages and procurement terms
The schedule attached to the signed contract divides the modifications into three stages, each with a deadline and price:
| Stage | Deadline | Price incl. VAT, UAH |
|---|---|---|
| Stage 1 | 5 August 2022 | 2,825,120.00 |
| Stage 2 | 25 October 2022 | 4,315,360.00 |
| Stage 3 | 14 December 2022 | 8,858,120.00 |
The procurement sets an overall service delivery deadline of 31 December 2022. At each stage, the supplier must install the modified software on the buyer’s equipment, demonstrate that it works and conduct tests. Acceptance requires a test report and a service acceptance certificate.
The payment terms provide for 100% payment after delivery for the relevant periods in the schedule: within 10 working days after both parties sign the certificate and test report, subject to the buyer’s financial capacity.
Basis for selecting the supplier
The procurement was announced on 23 June 2022 using a negotiated procedure. The notice of intent to sign a contract with IQusion IT LLC was published on 27 June. The buyer justified the procedure by the need to protect intellectual property rights: modifying EIAS involves changes to the code of Megapolis.Net, the platform at the core of the system. According to the procurement documents, the rights to support, further develop and modify the platform belong to IQusion IT LLC.
