Support for UIAS “Children”: ensuring the operation of a key social system
The Ministry of Social Policy of Ukraine has concluded a contract with IQusion IT LLC for technical maintenance and support of the Unified Information and Analytical System “Children” (UIAS “Children”). Contract No. 0391/1-2025 was signed on January 1, 2025. Information was published in Prozorro procurement UA-2025-01-01-001341-a. Its format is reporting on a contract concluded without the use of an electronic procurement system.
Terms of the Contract and Scope of Support
The cost of services is UAH 2,285,760 including VAT for the period from January 1 to December 31, 2025. The contract provides for monthly acceptance of services documented by acceptance certificates; the monthly cost is UAH 190,480 including VAT. Payment is made within seven business days after the signing of the certificate, and in case of a delay in budget funding — within seven business days after the receipt of relevant funds.
The specification covers analysis of application and database server logs, service recovery work, service filter configuration, and support for software deployment on new servers. Individual tasks relate to data export tools defining format and structure, updating reference and regulatory data, and reports in accordance with the administrative-territorial structure.
Specialist Support and Access Management
The contract provides for consulting Ministry employees on working with the system on personal and virtual workstations, including using a qualified electronic signature (QES). Users must be informed about the status of processing their requests. This gives specialists an established procedure for receiving assistance when a technical issue prevents the performance of official duties.
The list of works includes setting up permissions for sections of children's files and workstation functions in accordance with the powers of children's services, specialized institutions, and the National Social Service of Ukraine. Support is also provided for updating record codes in accordance with the new administrative-territorial structure and transferring personal files. For the customer, this is important during organizational changes: access and file ownership must correspond to the current structure of institutions.
What the System Provides to the Customer and Social Services
The Regulation on the Unified Information System of the Social Sphere, as set out in CMU Resolution No. 1130 of October 27, 2023, defines the purpose of UIAS “Children” in paragraph 23 as the accumulation, storage, recordkeeping, search, and use of information on relevant categories of children, candidates, and families, as well as related institutions. Organized electronic files help authorized employees find necessary information and maintain records within a shared information environment.
The practical benefit of support lies in maintaining this workflow: up-to-date reference data are needed for accurate record entry, configured access rights — for working within authorized powers, and technical assistance — for resolving user issues and restoring services after failures. Support for file transfer helps preserve data consistency between responsible departments.
For the Ministry, the contract defines the scope of work, the contractor, and the monthly acceptance procedure. For social service workers, this is organized support for a tool they use in their work. Decisions regarding the protection of children's rights are made by authorized bodies; the system supports their work with data.
